Why it works
The crisis claim begins at 0:00 and resolves into three readable red headline strips within the first second; a light-switch close-up at 0:03.4 makes the stakes concrete. At 0:17.6 the presenter asks a causal question, pauses 0.68 seconds before the answer, and the 0:20.1–0:20.6 answer is the largest replay peak. The 23-shot sequence then moves from historic strength through rising demand, underinvestment, management failure, and human cost, with faster cutting around 0:45–0:50.
