Why it works
The first editorial minute moves from a skyline at 0:09 to a growth chart and a large mapped infrastructure figure by 0:46, establishing scale before the 0:50 reversal. The policy-exceptions graphic at 1:09–1:16 is the strongest replay peak; from 3:33 to 5:40, one evolving population pyramid teaches the mechanism and then delivers the delayed-cost reveal. The measured six-shot count underreports the many changes inside the animated graphic scenes.
