Why it works
The opening gives a spoken 8% claim a visible pie slice by 0:01, then the 0:10–0:25 montage translates spending into money, people and local work. The expert-to-witness-to-document progression at 0:25–1:11 makes the macro claim concrete; changing recruitment cards at 1:21–1:37 sustain proof before the closing consequence.
