Why it works
The unexplained street walk occupies frames 0–66, while the answer is delayed until shot 26. The opening viewpoint returns in shots 23–24, and the final card changes at frames 1765 and 1825; that callback makes the announcement resolve a story instead of arriving as an isolated slogan.
