Why it works
The first three seconds show an unexplained costumed authority, a tool, and worried staff before dialogue explains the takeover. Measured internal changes at frames 216, 308, 421, 578 and 1213 punctuate a spoken rule and its consequences; the 6-frame dark dip at 578 gives the escalation a reset. The audio grid finds speech over 61% of the film and no reliable beat, so the tension comes from sincere delivery and physical reactions.
