Why it works
The opening puts a three-line thesis over fire and smoke at 0:00, changes the evidence image at 1.96 seconds, and reaches a specific street-level incident by about 0:08. That incident sits under the strongest replay peak at 0:10.1–0:11.8; a question around 0:50 and an expensive-versus-cheap mechanism around 1:02–1:15 keep the later interview purposeful. The bulk of the 2:47 film is static interview footage, so much of its appeal depends on the reporting and subject rather than a broadly reusable edit.
